1．本办法所称小额担保贷款财政贴息资金，是指国家对符合规定条件的小额担保贷款借款人用于从事微利项目的小额担保贷款、经办银行对符合规定条件的劳动密集型小企业发放的小额担保贷款给予的财政贴息资金。
2．小额担保贷款展期和逾期不贴息。
小额担保贷款贴息，在规定的借款额度和贴息期限内，按实际借款额度和计息期限计算。
借款人和小企业须凭劳动保障部门审核确认意见，向经办银行办理贴息贷款申请。
